No, it’s not all about CICO. And you can refrain from sugar, booze and fatty food and still be fat! You can exercise and still be fat! If you manage to lose it, your metabolism drops and you need fewer calories than you’d have needed had you never gained and lost. You’re selling a pipe dream here.
