My husband is Dutch. He says when he worked there, he can remember just a couple of times when OT was required -- when there was some kind of true emergency. Here, it's constant at most workplaces, and people often welcome it because without OT they don't make enough to live.
He also said he was shocked by how many Americans had what he perceived to be a poor work ethic. In the Netherlands, people work much harder, and then they go home and don't work (at their job) at all. They instead spend time with their family and friends.
