In triage, you don't prioritize the people who are so badly hurt you are unlikely to be able to save them. You also don't prioritize the lightly injured. You go for the people you're most likely to be able to help -- severely hurt, but with a good chance of survival given the right care. After you've stabilized all those folks, then you can try to save the longshots.

The world is so full of longshots now.
