Honestly, she may need to give up. I did. After banging my head into the wall and being rejected even though I was doing all the things, I GAVE UP. I write here and on Substack and do freelance. I write books. I live a very, VERY simple life. Ageism is real. You are not paid for applying for jobs, and at some point you have to understand it’s not going to happen and you’ve got to figure out what’s under your control. I can’t make someone hire me, but I can figure out how to make (limited) money without a job. And she might need to do that. If I were her, I’d try like hell to get a good job at first, but if have a backup plan ready. Depending on her field, some kind of consulting or freelance work may be a possibility. People will pay you to freelance when they’d never hire you.
