He could if he happens to be a philanthropist interested in providing inexpensive housing to poor people, I guess. Otherwise, he will rent the place for what it is worth, or he will sell it and realize a profit.
For the most part, landlords are trying to make a profit at this. They aren't interested in charging as little as they can manage.
The only reason I'm renting out a house is because circumstances forced me into it. I've never made a profit. But I didn't set out to become a landlord, and if I did, I wouldn't have chosen this property. I am not a typical landlord, but I do understand how it works.
